Province Withdraws "Open for Business" Zoning Proposal

On 23 January 2019, Steve Clark, Minister of Municipal Affairs and Housing announced that the Government will not be proceeding with  Schedule 10 of Bill 66 (Restoring Ontario's Competitiveness Act, 2018).  Schedule 10 proposed amendments to the Planning Act that would have allowed municipalities, with the approval of the Minister, to enact "open for business" planning by-laws.  The amendments would have provided an expedited approval process for employment uses, and exemption from identified provincial policies, plans, and legislation.
